A 2ª Conferência Nacional LGBT do Brasil será realizada na capital, Brasília, de 15 a 18 de dezembro de 2011. A Conferência foi convocada oficialmente pela presidenta Dilma Rousseff em 18 de maio (decreto presidencial abaixo).
Assim como as demais conferências nacionais convocadas para monitorar e definir as políticas públicas no Brasil, a 2ª Conferência Nacional LGBT será precedida por conferências municipais e estaduais que contribuem para a avaliação e formulação de políticas municipais, estaduais e federais e também elegem os/as mais de mil delegados/as que participarão da Conferência Nacional.
A Conferência está aberta a observadores internacionais e gostaríamos de sugerir que as redes internacionais envolvidas com a promoção dos direitos humanos das pessoas LGBT realizem eventos pré-conferência em Brasília, com o objetivo de contribuir para a construção e o fortalecimento de políticas públicas para as pessoas LGBT nacional e internacionalmente.

Convoca a II Conferência Nacional de Políticas Públicas e Direitos Humanos de Lésbicas,
Gays, Bissexuais, Travestis e Transexuais - LGBT.
A PRESIDENTA DA REPÚBLICA, no uso da atribuição que lhe confere o art. 84, inciso VI, alínea "a", da Constituição,
D E C R E T A :
Art. 1o Fica convocada a II Conferência Nacional de Políticas Públicas e Direitos Humanos de Lésbicas, Gays, Bissexuais, Travestis e Transexuais - LGBT, que será realizada em Brasília, Distrito Federal, no período de 15 a 18 de dezembro de 2011, com o tema "Por um país livre da pobreza e da discriminação: promovendo a cidadania LGBT".
Parágrafo único. A II Conferência Nacional de Políticas Públicas e Direitos Humanos de LGBT será realizada sob a coordenação conjunta da Secretaria de Direitos Humanos da Presidência da República e do Conselho Nacional de Combate à Discriminação, e terá os seguintes objetivos:
I - avaliar e propor as diretrizes para a implementação de políticas públicas voltadas ao combate à discriminação e à promoção dos direitos humanos e cidadania da população LGBT no Brasil;
II - avaliar a implementação e execução do Plano Nacional de Promoção da Cidadania e Direitos Humanos de LGBT e propor estratégias para seu fortalecimento; e
III - propor diretrizes para a implementação de políticas públicas de combate à pobreza e à discriminação da população LGBT.
Art. 2o A II Conferência Nacional de Políticas Públicas e Direitos Humanos de LGBT será presidida pela Ministra de Estado
Chefe da Secretaria de Direitos Humanos da Presidência da República e, em sua ausência ou impedimento, pelo Secretário Nacional de Promoção e Defesa dos Direitos Humanos.
Art. 3o As etapas municipais da II Conferência Nacional de Políticas Públicas e Direitos Humanos de LGBT serão realizadas no período de 1o de junho de 2011 a 31 de agosto de 2011.
Art. 4o As etapas estaduais da II Conferência Nacional de Políticas Públicas e Direitos Humanos de LGBT serão realizadas até o dia 31 de outubro de 2011.
Art. 5o O regimento interno da II Conferência Nacional de Políticas Públicas e Direitos Humanos de LGBT será proposto pelo Conselho Nacional de Combate à Discriminação e Promoção dos Direitos de LGBT e aprovado pela Ministra de Estado Chefe da Secretaria de Direitos Humanos da Presidência da República.
Art. 6o As despesas com a organização e realização da etapa nacional da II Conferência Nacional de Políticas Públicas e Direitos Humanos de LGBT correrão por conta dos recursos orçamentários da Secretaria de Direitos Humanos da Presidência da República.
Art. 7o Este Decreto entra em vigor na data de sua publicação.

Brazil to hold its second National LGBT Conference

Brazil’s 2nd National LGBT Conference will be held in the country’s capital, Brasília, between December 15th and 18th 2011. The Conference was officially convened by President Dilma Rousseff on May 18th (Presidential Decree below).
As with other national conferences convened to monitor and define public policies in Brazil, the 2nd National LGBT Conference will be preceded by municipal and state level conferences which contribute to the evaluation and formulation of municipal, state and federal policies and also elect the more than one thousand delegates who will take part in the National Conference.
The Conference is open to international observers and we would like to suggest that international networks involved with promoting LGBT human rights hold pre-conference events in Brasília, with the aim of adding to the construction and strengthening of public policies for LGBT people nationally and internationally.

PRESIDENTIAL DECREE DATED MAY 18th 2011
Convenes the 2nd National Conference on Public Policies for and the Human Rights of Lesbians, Gay Men, Bisexuals, Transvestites and Transsexuals - LGBT.
THE PRESIDENT OF THE REPUBLIC, under the attributions conferred upon her by article 84, item VI, paragraph "a", of the Constitution,
DECREES:
Article 1: the 2nd National Conference on Public Policies and Human Rights of Lesbians, Gay Men, Bisexuals, Transvestites and Transsexuals – LGBT is hereby convened, to be held in Brasília, Federal District, on December 15th to 18th 2011, having as its theme "For a country free from poverty and discrimination: promoting LGBT citizenship".
Paragraph 1.The 2nd National Conference on LGBT Public Policies and Human Rights shall be coordinated jointly by the Human Rights Secretariat of the Office of the President of the Republic and the National Council for the Eradication of Discrimination and the Promotion of LGBT Human Rights, and shall have the following objectives:
I – to evaluate and propose guidelines for the implementation of public policies aimed at both combating discrimination against the LGBT population in Brazil and promoting its human rights and citizenship;
II – to evaluate the implementation and execution of the National Plan for the Promotion of LGBT Citizenship and Human Rights, and to propose strategies to strengthen the Plan; and
III – to propose guidelines for the implementation of public policies to combat poverty and discrimination against the LGBT population.
Article 2. The 2nd National Conference on LGBT Public Policies and Human Rights shall be chaired by the Secretary of State for Human Rights or, in her absence or unavailability, by the National Secretary for Human Rights Promotion and Defence.
Article 3. The municipal level LGBT Conferences in preparation for the 2nd National Conference on LGBT Public Policies and Human Rights shall be held between June 1st and August 31st 2011.
Article 4. The state level LGBT Conferences in preparation for the 2nd National Conference on LGBT Public Policies and Human Rights shall be held by October 31st 2011.
Article 5. The internal regulations of the 2nd National Conference on LGBT Public Policies and Human Rights shall be proposed by the National Council for the Eradication of Discrimination and the Promotion of LGBT Human Rights and shall be approved by the Secretary of State for Human Rights.
Article 6. The cost of organizing and holding the 2nd National Conference on LGBT Public Policies and Human Rights in Brasília shall be charged to the budget of the Human Rights Secretariat of the Office of the President of the Republic.
Article 7. This decree shall come into force on the date of its publication.
